Are there certain times when raids start or are they all random?

By 'raids' do you mean the events? The ones that when they start there is a bright yellow banner on the top of the page?

I believe they are random then, I don't really pay attention but they can happen a few times a day :P

ive noticed that they are within certain times of day, like there is usually one in the morning and one around 2 sylestia time

I believe they start at every hour (in Sylestia time) that's a multiple of 3?
