She's my first pet. Are generated pets unable to breed or is it a bug?

She's an adolescent.
Pets can't breed until they're adults. They become adults at 648 maturity hours.
There's a counter on your vorpa's page, next to the word Adolescent, that says (232/648). That means she has 416 hours or about 17 more days until she'll be able to breed.
Once she is an adult, though, she'll be able to breed every three days. So it's really just waiting for adulthood that takes the longest.
