Im pretty new at this game I was wondering if you can breed with other peoples animals and if so how?

yes you can breed with other peoples pets, but only if they have the pet up for breeding. Breeding pets are indicated with a little heart when you view them in the stables.
You can breed the pets the same way you buy them, use the view prices button, and then use the drop down bar to pick out a pet of yours to breed with them. then click the breed pets button.

Just to add on, you can easily search for pets available for public breeding by using the advanced search. There, you can input the species, gender, traits, and breeding price, and the search will show any pets available for public breeding with those parameters.
