my level 7 and 8 pets can defeat a level 11 pet, but my level 43 and 41 pets cant beat a level 29??

Not too sure about that first part that's more for Krin, But the second part happens when your pets outlevel their opponent to a cretin degree, they don't get much XP for it, something along the lines of you getting a 100 on a final exam because you knew 2+2=4 but if your pets are struggling to beat a leveled pet below them then It may have something to do with the way they are set up, here is a thread that may help if that is the case, and it helped me set up my teams^.^

Looking at Athena and Willow Wind, the immediate problem that jumps out at us is their equipment.
The second thing that jumps out at us is that both of them are Earth element.

Athena:
Element- Earth
(Primarily a Tank element, rather than an attacking element, generally used to sponge blows as the lead pet)
Proficiency points- HP=1, Agi=1
(No issue there, perfectly reasonably point assignment for a non-lv60 tank)

Okay, so, Element- As it says in the Prof. page, Earth is oriented towards Tanking and Survival
Generally, if you're going to have a team made up of pets with the same element, you want to really know what your doing and how it all works.

Typically a team is made of Tank+Healer+Attacker(either), Tank+Phys attacker+Magic attacker, Tank/Healer+Attacker+*shrug* With elements varying based on style.

as for Equipment.

- Higher Rarity typically beats out higher Level
(lv25 Mythical armor very nearly beats out lv45 epic armor, lv50 legendary relics beat out lv60 epic relics, etc.)
You'll want to try to replace the Uncommon equips with higher rarity stuff asap

- Match the Relic to the Element
Both of those pets has an Int (magic) oriented relic. Both those pets are Str (phyisical) element.
They get no benefit from the relics that would, if they were the right kind, be giving them a +89 and +75 to their damage output.

- Athena has prof. in Agi, but her equips are all oriented to boosting Dexterity

Pay attention to what the Proficiency page tells you about the element, it should give you an idea as to what equips and point allocations might work,

This bit

HP and Agi are Tank/survivalist elements primarily, while attackers often lean towards damage stat/dex or damage stat/agi

The Difference between lower level pets and higher level pets is that equips get stronger, and you gain the proficiency points. It's a difficulty curve.
Higher level opponents sort of... 'expect' you to have higher level gear on your pets.

(Also, if you're up to Sanctuary of Saerielle, it also kind of expects you to have three party members, as that's where you can unlock the third slot)
