Just a quick question: I made a raffle, and I'm not sure of the best way of dealing with the payment for raffle tickets. Do I send a COD to everyone as they enter, or do I wait until afterward to tell everyone to pay?
And, another question I just thought of, what does everyone use to choose a winner? Any particular suggestions? I was just going to use whatever online rng that came up.

Every raffle that I've played has sent the CoD fee as I've joined as far as I remember. I suppose that either way would work, but it might be a little bit more convenient to the player to send the fee when they enter so that the only thing they have to worry about at the end is winning. Personal preference, though, I guess. I don't think anyone would mind at all to pay at the end.
I don't know about how people choose winners since I've never held a raffle, but I think I have seen some people say that they're using a random number generator. I don't really know how else someone would choose except with dice, though.

This site is what people usually use for random numbers.
I personally think it's best to ask for fees up front just in case someone is bitter about losing and refuses to pay up afterwards.
