A themed pet is basically a pet with a certain colour scheme. They are usually released during festivals, and is not determined by the traits they have.
A tagged themed pet is one of the original themed pet, and they'll have a purple tag on their profile page and on the advanced search. For example, this is a tagged Island Flower aeridini: https://www.sylestia.com/view/pets/?petid=910165
Usually tagged themed pets can be obtained only during festivals or special events. During main festivals when there's a festival zone, some themed pets can be caught from the wild in that zone. Others can be created if you place at the top in contests, or collect the right amount of items to make the pet. Or they can be bought from the diamond shop using diamonds, as is the case for the Cupid's puff for this week of love festival.
So sometimes, the themed is released with restricted traits. Restricted traits mean that the traits can only be obtained through a certain way, and cannot be found in the wild or generated elsewhere. For example, Valentine Lace can be generated on pets during the week of love, after which, they cannot be generated anymore. Or, the Angelic Runes, Angelic Armor, Angelic Halo, and Angelic Wings can only be found in Cupid's puffs, and cannot be found in other pets or generated. This does not mean that if you breed these 4 traits onto a pet, it becomes a themed pet.
Purebred themed pets are basically pets that have been bred from the same themed parents, whether tagged or other purebred. So they retain the same colour scheme as the original tagged themed. There is no indication on whether a pet is purebred or not, so you'll have to check the lineage to determine if it is so. If it is purebred, when you trace the lineage, all it's parentage will eventually lead to tagged themed pets of the same theme.
