Is there a limit to how many a single pet can be given? Do pets have to be a certain level to use different leveled orbs (eg. Only level 20 pet can use a level 20 experience orb)?

There is no limit to how many orbs you can give a pet. You can level a pet from 0 to 60 if you happen to have a ton of orbs.
The level of the orb just determines how much experience it will give. You can give any level pet any level orb.
