What are some good inexpensive digital art tools? I've come across some websites online, but they aren't really being useful. (Online Sketchpad, Kleki, Sumopaint, and MS Paint are what I've currently got to work with.) Any tips on what to get?

Well, I use paint. (Sorry.) I wish I can give you more ideas, but that's all I use for now until I can find something.

You could try GIMP, it's a pretty good and free art program. I'll tell you if I find any more.

These are all downloadable programs. just follow the links.
paint.net (free, better edition of ms paint)
GIMP (free, like Photoshop but less intuitive & w/less tools)
Fire Alpaca (free, MUCH more similar to Photoshop, haven't tried it personally, but I've heard its good)
MyPaint (free, kinda reminds me of the lite edition of corel painter i have)
Inkscape (free, oh, joy, vectors. they can be scaled to any size, but you WILL NEED tutorials)
Krita(free, its supposed to be similar to SAI and Photoshop, but without the block-thing that happens when you zoom out. it is relatively new in comparison to the others I've listed.)

Fire Alpaca is great, but if you have the money (45 bucks man) I think you shouldget paint tool SAI just because it's the best
Question:
Do you use a mouse or tablet because that is important because you can't exactly draw well on certain programs using a mouse

At the moment all I've got to work with is a mouse. I want to get a tablet eventually, but I can't right now.

As Uranium mentioned:

GIMP: I recommend this for a similar, free Photoshop. GIMP is not intuitive but it's pretty good at replicating a complex image program. It's also available for all operating systems.

InkScape: Use this program if you want to replicate Adobe Illustrator. Vector images don't use pixels like Photoshop/GIMP and instead uses math equations. I've only used this once but from what I saw it was a cheap Illustrator. You may need to look at how to use pen tools and how vectors work. I do not recommend Illustrator or InkScape for normal drawing or digital painting.

Those are the programs that come closest to Adobe programs in my eyes. I use the Adobe Creative Suite (CC) EVERYDAY... so I kind of know.

How much is 'inexpensive'?

MyPaint is a free downloadable software, its also awesome but still getting to grips with it. I also use a smallish wacomb tablet which was about 30 or something. Its really good and your drawing will improve if you use it like a pencil, not a mouse ;)

Thanks for all the feedback! I probably won't be getting one anytime soon because my computer's veeery close to dying! Hopefully I can get a better one soon. XD
