So my dear Mei says she has 417,954 EXP out of 106,352 needed. o_O This is happening to a few other pets of mine as well. (Shadow finally leveled up, not sure about Dusk)
Is it because there is a level cap I'm not aware of, or is this a glitch?

Yes level 60 is the caps so fat. Keep adding Exp! When the cap is heightened, you'll have an explosion of level ups! XD

Actually, the experience will be rolled over into the pet's total earned experience (used for leaderboards) and then it will be reset to 0xp into Level 60.
This is to insure that new content cannot simply be easily completed by just having a bunch of insta new max level pets.

Ohh I like that, I was really worried that I would be at the next cap level without having to do anything, which would bore me a bit. (I was also worried that My starter would not be the top dog any longer, which is apparently very important for him XD)
