I've noticed that the time on some pages don't match. One is in CST and the other is EST. I'm going to assume it's meant to all be CST, but I can see this causing some confusion with rollover if players are looking at one clock and not noticing the difference
This is how it shows on the barracks, forum, etc pages:
And this is how it shows in the inventory, trade broker:

I think you may have just had one of the pages open for a while? Sometimes they get. Wonky. if the window is left open a long time (I think that's what causes it?)
If you have two fresh windows one with each they show the same time.
So really it's not a one-is-one-timezone-one-is-another bug, it's a whatever causes the clock to shrug and give up on Clocking bug. Like, still probably a bug, just not quite the same

no - i think it's been fixed or updated or whatever since I took these (which were fresh windows) one just updated to daylight savings, the other didn't. I suspect krin uses two different clock systems, which is.... weird, but expected.
It seems to be fixed now.

Yeah I had refreshed and went to several pages to make sure it wasn't me or my computer. Also confirmed it with friends, but if it's fixed now- that's all that matters. :)

On the newer layout, the clock is basically always accurate within a minute or so as it's checking itself with server time every 60 seconds.
On the older layout, the clock runs purely on Javascript. Over long periods of time, Javascript is known to get quite distorted with counting time as it depends on the device/browser. The clock also is just a simple clock that adds a second every second and then just updates the hour. This is why you can get it to read like 15:00:00 if you let it run past noon/midnight. A simple page reload will reset it everytime.
