what happens if i add another lesser fert to a plant already growing in lesser fert?

Nothing, it gives you a message saying that it already has that fertilizer. I assume the option is available if you want to upgrade your pet to a better fertilizer after it's planted.
Edit: Specifically the error message says "An equal or stronger Fertilizer is already applied to this Flower." No fertilizer is consumed.
