It's saying I can't trick or treat myself but it lets me give out candy. Is it because I'm new? Not sure what I'm doing wrong.

You cannot trick or treat yourself. If you havent already, you can trick or treat other players by clicking through the green arrows on the trick or treating page and then clicking the green button that says Trick or Treat.
