The frost on Rodan's wing is bad. It's covered half his wing. Kira at least seems to be immune to it, but she still got struck with an arrow so she's still bleeding pretty badly.

That doesn't stop Kira's bleeding, nor does it dissipate the frost on Rodan's wing.
