Hi, Lostlupo is not on at the moment so I will try to answer your question. Could you explain what you mean? I don't believe Lostlupo said anywhere that anyone has to grant more than one wish, just that you can if you so chose. I believe what they were saying is you need to add one more with to your own list, because you must have four or more.
(Sorry to Lostlupo if I'm out of line or wrong, if I am please tell me.)

Yeah, I wasn't saying that you have to grant two, you only have to grant one, but you have to have 4 wishes listed. I posted an example on the previous page to help out.

what are tagged pets? or pre-tagged pets?

I can't answer on what a pre-tagged is as I don't know, but a tagged pet(also known as a Tagged Themed Pet), is a pet with the purple(I think it can come in other colors too) text, like shown below.
They're normally only gotten during festivals/events.

and pre-tagged are themed pets that came before they put in the purple tags, like the springtime zolnixi.
she is a PB springtime zolnixi, and if you look far enough back through her linage, the first generation don't have the normal stars to indicate a themed pet, needless to say PB pre-tagged pets are hard to get, and I'm not actually expecting to get one... it's my impossible to grant wish

Pretagged pets are themed that were released before the tagged 'stars' came out.

So for example this is a themed pretagged Spring Zolnixi
