Well technically he's in a human form until he's restored to power, but sure, if his Norse form does he can have wings.

There is few picture and paintings of him but they do say he his a serpent and usually depicted as a dragon so yes. :)

Yes Jormugandr and Fenrir were already taken , but I saw you liked Niddhog too^^ Nidhogg is supposed to fly at ragnarok according to some sources i think, so he probably have wings and so and I think you can use the picture of a dragon (he would be a very long dragon I think)

Myth/Legend?: Ratatoskr is a squirrel who lives in the World Tree Yggdrasil. He is a messenger. He spend most of his time spreading rumors, and conveying messages (mostly insulting messages) between Nidhogg who lives at the bottom of the tree, and the eagle who lives at the top of the tree. Some say that by doing that he is accelerating the destruction of the World Tree on purpose.

Powers and Abilities He can lie very convincly and use this ability to manipulate other. He is agile, swift, and climbs very well.

Other?: He doesn't fully hate his current condition and being human, as he sees it as an opportunity to make mischiefs.
