Hey, could I make a naga character? (Kinda like a centuar, but a giant snake from the waist down, plus they actually wear shirts in my version)

Appearance: He has a dark grey lower body (The snake part) with pale red speckles all over it. He has white hair down to his shoulders, and pale red eyes. His shirt is very light gray, simple, shirt, with a red shirt collar. He has a forked tongue.

Height:( 10'4, if he were to be measured by the tip of his tail to his head) If measured by just the part that doesn't trail behind him as he walks, 5'7

I'm going to say he can do that, but he can only see a flash of it. And it has to be in a time zone of 10 hours.
