I don't understand what you mean by "make it free to use" with the second design. Could you elaborate?

I mean that those who voted on it may use it for contests, may regen one of their pets with that design, do whatever they like with it, aside from claiming it as their own of course. (sorry if it still doesn't make sense, I'm terrible at explaining things XP)
