You create them under the winter Festival Tab Under "Explore" :)

They create themes, and I can send over a water for you to use on the one you currently have , so you can recieve a themed from it , and it will not be wasted gold :)

They're a gift :) Usually, I would send an item to you with the desired amount and you would accept under the trade tab. :)
