Go to your Inventory, Click on an item (usually people pick a Fairy Mushroom), Click on the little icon of a letter with an arrow, Type my name (MissWoolyMouse) in the Recipient section and 20000 in the CoD Fee section, then send it.
Oh sorry, I don't breed Puffs.
