It has been done, lemme know if he's too OP, relied on the power of random generators to come up with a species so I can always change it around.

Name: Arco Rex

Age: 332 years (18 in human mental age. His species lives for eons and ages very slowly)

Gender: Male

Sexuality: Demiromantic Demisexual

Personality: Arco is curious, composed, and generally bookish. He often keeps to himself to observe the strange, curious creatures that make up this planet. Or at least that's what he wants to lead people to believe.
Behind his normally demure exterior, Arco and his species are known to be ruthless, calculating, and predatory, wanting nothing more than to enslave and sell any 'useful' aliens among the planets they land on to conquer for their own empire.
He sees his actions as a means to a financial end and treats most people as little more than simple pets or playthings. Arco regards most humans as weak-willed and easy to manipulate, viewing their emotions and fragile moralities as the absolute weakness that must be snuffed out.

Backstory (Optional): A young member of the Kilaro species from planet Kecatov-19. His species is known for their harsh brutality to other lifeforms, psionic abilities, and genetically engineered bodies intended to live up to their self-proclaimed title of being the 'perfect lifeforms.'
Arco is a scientist that was sent to investigate and prepare the planet for capture under guise of being a sickly, but rich, foreign exchange student sent to Ariowood and assigned to non-magical teachers due to the "faltering" of his own 'magical' abilities. He claims that his father resides in the city, but he originally lived off with his mother in another country, sent here only after discovery of his inherited 'magical' abilities.

Image/Description:
He is able to assume a human form by the use of illusionary technology:

(Normally wears a black surgical mask over his face to hide his sharp teeth)

Alien form:

(His single horn is long and fuzzy at the end and glows when he is using his psychic powers. He has large, poisonous spines between his dragonfly-like wings and on his forearms that he hides with his long jackets. His eyes are slit and glow blue consistently regardless of light level.)

Likes: Algebra, strategizing, money, reading people, experimenting, games of chess and chance

Dislikes: Getting his wings snagged, humans, being preached to, signs of weakness, the scent of blood, losing

Strengths: He is able to hover for short periods of time with the clear, thin insect-like wings on his back, but mostly relies on his species's strong psionic powers to defend himself.

He has a degree of telekinesis, strong enough to lift the average human, as well as short-range telepathy which he is able to use with proficiency.

On the rare occasion they are used by him as a weapon, the spines over his body are rather sharp and known for the painful, hallucinogenic venom his species produces through them. They regrow within a few days if they are broken off.

Weaknesses: Arco seems to struggle regarding English classes despite being very well spoken. It may have something to do with him preferring to speak telepathically due to having a thick accent.

He is unable to influence the thoughts of others like more powerful members of his species. It is somewhat of a sore spot to him and he is always looking for means to prove himself and increase his own proficiency. Arco is unable to use his psychic abilities if his horn is broken, forced to wait for it to regrow over the course of a few days.

He is unable to fly and his wings can be damaged easily. He is also unable to use his telepathic powers on those who are asleep or otherwise incapacitated.

How short ranged? If a kid were doing a problem in front of the class and he was in the back, would he be able to use his telepathy or not? Also, does the strength of the telekinesis rely on distance, like could he lift the average human at, say, 6 feet away, but could only lift 50 pounds at a distance of 10 feet away?

"or otherwise incapacitated" Would this include or exclude his hallucinogenic venom, since the victim wouldn't be in the right mind?

Also, (this is more for wonder's sake) what does the venom cause, in terms of hallucinations? Just random, scary crap or would it manipulate the mind, causing fears to seem to come true? If so, how much venom is required to reach the point where the fears seem to be real?

"assigned to non-magical teachers" There's only two (Mr. Haaze and Ms. Burner) that would fit under "non-magical." Teachers here are required to not force students to do magic anyways. But he will definitely be a student of Mr. Haaze's.

I don't mind questions, there's a lot going on with him and you definitely asked some things I hadn't thought about, so I appreciate it.

Yes, you're correct he wouldn't be able to use his powers if someone was poisoned. Hence why he generally avoids using them outside of a last resort.
I was considering it to force visual ones, but I like the idea of it acting on someone's subconscious making their own personal fears seem to come about. I'm not sure how much would be needed, maybe a couple ml or a few seconds of contact with them depending on the size of a person.
I consider it to be like a snake bite almost.

And by short ranged, I'd say about 50ft or in the same room, or so.
He can't telepathically talk to anyone who he cannot physically see, more or less. As for his telekinesis, hadn't considered distance for it, but I think it would be fun to have it less effective at a distance.

The bit with the non-magical teachers is that despite his cover of being a magical student, his powers are "failing" and he's being pushed in with the genius kids for additional help with his studies, essentially.

A long school bus (just to put this into perspective) is about 40ft. Maybe make it less effective at longer distances. Because, what you're saying by this is if I put a student in the back in clear view of the front and he walks onto the bus, he can use telepathy on the other student way in back in obvious sight (not that we'd have many situations like that)
Also, can he only read one person at a time?

Yeah, I intend to apply the range effect to it as well.
But yeah, he can only read, talk to, and apply his telekinesis on a single person at a time.

Having it blocked by someone using solid objects keeps it from getting too out of hand I think since it's pretty fairly easy to use the school environment to hide from it unless someone's directly out in the open.
(It would also keep him from talking to anyone he can't already see, so I still am required to actually move him around)
