You select the relevant item in your Inventory, then click the little envelope with the green arrow on it.

You'll get a pop-up with fields as follows:
Recipient:
CoD Fee:

The Recipient should be the username of the person you're sending the item to. If you're sending the item CoD, you also enter the amount the person is required to pay in the box for the CoD Fee.

When the person goes to accept the item, they CoD is brought to their attention and the fee is transferred to you once the person has accepted the item.
