She smiled along with the kelpie, glad to have won and stroked him, "Maybe if you lost your arrogance they'd like you." she paused, "I'm kidding, don't get mad."

The ladder, as you suspected, leads to the roof tops. It is an amazing view. The cool air rushes past you as you stand on the roofs. You still know where you are, but it surprises you to see other people on other roofs. They are jumping from roof to roof laughing, playing.
