"Lower level operatives, they do the dirty work like hunting down people their boss wants dead, or stealing stuff. They don't know much about what they're doing, not specific information like locations dates, sometimes even the plan in general, nor mean much to the organizations they work for. They expendable and expected to be hurt and or killed off."
