"Same reasons. The Chao are self sufficient, and they don't really fight, so he usually doesn't need to come and cause a commotion. Besides, too much exposure to outside forces and weird things start to happen... Take Chaos for example. Too much time around giant glowing rock turns Chao into what-ever-Chaos-is,"
