I can help you to an extent. I've not built a snowman so I cannot tell you exactly how the feature works but it looks to me like you need the amount of items listed in your snow building area. There is, of course, a bit of luck involved in getting some of the items you want so you might have to buy several of 1 item in order to get what you want. The items you'll need to get are below.
1 ice water --> Obtained from Regular Ice Water
4 bundle of branches --> Obtained from Bundle of Branches
6 assorted accessories --> Obtained from Assorted Snow Building Trinkets
2 hat and scarf --> Obtained from Assorted Snow Building Trinkets
2 large snowball --> Obtained from Large Package of Snow
4 medium snowball --> Obtained from Medium Package of Snow
12 small snowball --> Obtained from Medium Package of Snow
If you want to buy all these items from me or the broker it'll cost you quite a bit. Honestly, I'd recommend fighting some monsters and opening presents in the Festival Zone. You'll get these items for free though some of them will be rather rare and hard to find. You should get what you can from the zone and then buy the items you don't have afterwards.
