(Well, the issue is that shapeshifting magiks can't just change somebody; they can only change themselves. They'd have to give him their powers. And, granting their entire powerset for a need that can be done magicless simply isn't worth it to them.

And note this is purely for power-balancing purposes, because the main villian shapeshifts and could very easily kill Sky and Silver if they could change other people)
