(Time for Hawkmoth!)
Suddenly, the sky went dark as a weatherman was recently fired for something he didnt do. He was super pissed off, and a dark Akuma flew over and entered his umbrella, evilizing him.
Now, he was Strormbringer, and was flying around, causing power outages and minor floods.

The guy keep yeeting lightning at stuff, shorting out power and flooding lower grounded areas with rain.
