The way I understand it, you give hex codes (the numbers that determine what color it is, for example: FFFFFF is pure white and 000000 is pure black) and species and gender and mutations/genes to go onto that species. The first person to do so is the one that is selected for that particular color/gender/species, and then EVERYBODY that participates (regardless of if you get first or not) then gets a chance to win the resultant pet, whatever sort of madness that entails. Since the nature of this type of thing (with how fast it goes especially) means that people aren't exactly checking their colors against what's already gotten in.
