Yes. Everyone starts with 15 capsules. Capsules can also be found while exploring but it's a small chance.

I'll give you a tip before you head off -Befriending a Sylesti can possibly increase your chance of catching it, but some Sylesti's are a bit more aggresive than others, so be careful!"
You nod your head and start walking towards the Prairie. There are many Puffadores and Faelora's nearby. You also spot a few Aeridini's.

You enter the center of the Prairie. There is an Aeridini in the distance. It then spots you and glares at you.
