Yes, but they must have a human form so that they can attend classes and such.

What if they are a smaller dragon? Like a adolescent dragon and could fit in a class maybe towards the back? Or is it a strict they have to have a human form? Maybe like a smaller animal form?

I would prefer it if they had a human form but if you really want just a dragon, they can be that as long as they can fit in the classroom and speak the human language.
