Yes, it is a one-piece. And those are leg warmers--a good ref. pic would be Rin and Len Kagamine's leg warmers. ^^
Also, he's a guy, lol. (Just wanted to let you know so you don't draw a bust on him. XD He does look like a girl tho. cx)
