The two systems are separate.
The ping system also won't indicate to the person pinging whether or not it goes through. If they block your pings, the only difference is on your end.

Now its happens with another person I am trying to message..
I tried to message a person named GloriAnne and my message to her didn't appear in the "sent" section..
Now this definitely feels like a bug than being blocked...
