Actually I would have all the dragons change size between the normal size and about cat size so they could travel with their humans. However if you want to add a few medium sizes for Ogre you can.

Okay I wasn't sure because there's other big animals like tigers, horses and oxen. I might add another characters if that's okay.

Yes the size that requires them to be ridden is their normal size. They shrink only to accompany their humans indoors, and can only pull off the size changes when bonded to a human.
