When the Spooky Shop is open, you can get the same title multiple times, and thus many players who were around when the Spooky Shop was up, received the title numerous times and kept the spares in their inventory or sold them.
I have two spare Spooky Shopper titles in my inventory, as well as two Brosilla's Minion titles at this very moment because I've gotten spares of those titles.
It's likely they bought it off the Trade Broker, or someone gave it to them.
