The number of stars indicate how strong an ennemy is, the color indicate how many trait point they have. It thake 2 trait points (tp) for a trait to be visible. In the lost grove (witch is curently post game) those also indicate the amount of wild stat a pet will have.

white/grey = 0 tp
green = 1 tp
blue = 2 tp
purple = 4 tp
yellow/orange = 6 tp
red = 8 tp

The higher tiers cannot appear in low level areas but you may run into one during festival or later in game. Honestly, there is no point in catching anything beneth a blue star, even then any capture you are doing must be somthing you realy want/like as they have no selling value unless they are themmed.
