for the sake of convenience and freedom, lets just have all pokemon except for legendaries and starters and man-made ones

yeye exactly, the general rule is that as long as its reasonable for a pokemon to be found there, the pokemon can be found there

ah, yes. a fine example being Hisuian Sneasel, a ground-poison type, living in an icy tundra. that makes sense.
