You're going to need a lot more than just one of each to buy the Sea Dog. I already put the values of it and the items you want to trade for it in my previous post, so please make sure the values match up.

For example:
Background + 10 Lesser Genetic Mutators = Sea Dog
or
Background + 18 Lesser Pet Dyes = Sea Dog

Sorry, I don't think so. The Ny'vene tails are only worth about 15k at this point and there are no listings for the outfit, but I would imagine it'd go for quite a bit more.
