The angle of the staircase make it so if you manage to get to the other side it would be by aiming for the railing. The poor condition of it may make it break sending you in the gap bellow.

I hold the railing and attempt to cross over.

If your brutal enough anything can be a werpon, it's a flying hook they were used to keep flyng twisted away from the importent building. Same idea as sticky trap for fly but with meat hook instead.

Probably the enchor part There should be a small lock near the handle to remove the chain

"Hmm, okay..." I lower my head and squint my eyes against the somewhat darkness, and look around for the handle of the chain.
