GIMP is a photo editing program. Think photoshop, but free. It has a lot of good brushes and tools to make it easier to draw - such as layers. I persoanlly don't draw because I am horrible at it, but I will use it for my photo manips.
Basically, if you are this good on MS PAINT (wow, seriously? I didn't think anyone could get that good) you'll be phenominal on GIMP

*faints* Thank you all so much for the compliments!! This was by far the funnest picture I've drawn. I think the best part was all the funny poses (Someone chasing kittens, someone carrying their pet, someone carrying leprechaun cats) I think that made this absolutely exciting to draw. I showed my dad the finished picture and he said "I like it. It looks like Halloween!"
