You can start writing a message and enter the person who you want to ping name in the Ping Users section. Another way to do it, the way I do it, is instead of a new reply you press the @ in the bottom right corner of one of the posts of who you want to ping and then write your reply. If that wasn't clear you can ask in the Q&A (Newbie Friendly) section of the forums and probably get a more clear reply.
