It was on the Great Balcony, right at the back of the palace, while Smoke walked to the throne room, and said, "Jarl Balgruuf, you owe me a lot. And if you do not work with me, I will replace you. Every one of the other Jarls has been replaced with dragons."
The jarl accepted it, and bowed to the new High Queen of Skyrim.
