I went to sanctuary of saerielle and clicked the barracks inside I found....

Sherrif Thyrm I looked at the missions and saw the level 0 to 25 ones I clicked the little map above and I was in the right town I went back in he was still there then I refreshed the page and it was fixed but glitchy.
