if you look at a dogs eyes as the dog looks at yours they will think your challenging them to see who is stronger then it most likely will turn into a fight.

This is true and not true because I have two dogs at home and when I look in their eyes they are calm. It's the vibes you put off or sent mostly.

True but I have been around dogs my whole life. One time I looked in one of my friends dogs eyes they were calm as they can be and I haven't seen my friend in two years.

I have never seen this happen, even with strangers dogs who I pet and definetally looked in the eyes. I do think that its the vibes you put out like how your body language is more than eye contact but I have doen no research into this

Dogs respond to human body language more so than other animals. It depends largely on the temperament of the dog in question (nervous/skittish dogs are more likely to be aggressive when stared at) as well as the expressions you are giving off.
If you look threatening, an animal, not just dogs, are more likely to be afraid of you. The other factor to consider is territory. Generally a dog will feel threatened if you are a stranger stepping into its territory. Most dogs you'd have as a pet wouldn't react in this way unless there's someone new in the household as they understand that the territory belongs to their owners. This isn't the case with say, stray dogs, or dogs that are unfamiliar with you.
