Ive been hunting for days and not found ANY in the festival area. What am I doing wrong?!?

encountering themed pets is down to rng, simple as that. Sometimes you might go days with none, sometimes you might run into several in minutes.
You can increase your chances by spending a lot of time wandering the zone (just means you have more encounters), using a perfume of themed attraction (doubles base themed encounter rate for 20 battles- does not guarantee themed encounters, just improves the chances), and clearing out all chest spawns as often as possible (for the possibility of nest node spawning a nest rather than a present or chest)
