I have noticed that every festival, people will complain about the same thing. They will use up one or two agents, but have plenty of the third agent. However, all the sculptures they find will need those first two, and very rarely the third.
I run into this myself. I will use up two agents on sculptures, but have like 10+ of the final agent. Then, when I go to use that final agent, I always run into sculptures that require the two agents I am out of (or very very low on)
So, my suggestion is for one of two things.
1. Allow users to 'swap' agents to a different type. IE, if I have 10 blocks of sand, allow me to swap that for at least 5 suns/vials (so it isn't a 1:1 swap, though I would prefer that).
2. Allow users to 'refresh' the sculptures so that they can reroll the agent needed and potentially get something else. This wouldn't affect anything, and just like if you try to apply an agent to a sculpture someone else has already worked on, you would get the 'you cannot do that to this sculpture' and it would refresh the page, if you try to refresh a sculpture that someone has already refreshed or added something to.
I think either of these two would help the problem of agents immensely, because even if you do buy the agent packs, the randomized ones will typically seek out what you have a ton of, and add to that pile, instead of giving you ones you don't have, and the bundles that give one of each are nice, but it doesn't really help in getting rid of the ones you already have a lot of, but never see a sculpture that needs them.
