How do you increase the limit of pets in your party to three instead of two?

In Esior's Haven, you go to the Sylesti Plaza and click Expand Party Max. This will increase your party limit from 1 to 2.

In Sanctuary of Saerielle, you go to the Plaza and also click Expand Party Max. This will increase your party limit from 2 to 3.
