I have a pet on level 60, and I'm trying to get one of her attacks to rank 2. But, I don't know how. I've tried battling level 60 enemies a ton, but she's still 0% of the way there. Am I doing something wrong, or does it just take a really long time to rank up?

Have you unlocked the Lost Grove yet? If not, thats why. Right now (though it will presumably change at some point in the future), your Party pets abilities are only ranked up when you fight enemies in that region/zone.
