Can a Philter of Trait Disruption (Themed) only be used on gold star pets or can it be used on blue star (purebred offspring) also?

Only first gen tagged pets- the gold starred pets.
It doesn't specify that in the item info primarily because the item has existed way longer than the PB stars and it hasn't been updated to clarify now that they do.
