There should be more handfuls of candy in the shop dependent on how many people are in the zone, because when there are 50 people in the zone it's impossible to get even 1 from the shop. The handfuls of candy are a real game changer and the only way I can get them is from the shop(because I have no time to explore the zone with trick or treating taking up all of my time....)
Edit: Maybe add a limit on how many people can buy at once so they don't buy all of them as well.

The traveling merchant shops are pretty inflexible atm with how they restock. I'm sure for next year I'll have a more advanced method and I'll be able to control each individual shop better.
