I messaged Fai a couple days ago, and she said that it's currently disabled because they haven't coded all the avatar items from the fall festival yet. After all of them are coded in, we can open them again.

Ah thank you. I wondered if it might have to do with the Festival, but I wasn't totally sure.

Yea. They're purposely disabled atm b/c we didn't want players opening them and getting gypped out of the rewards. As soon as everything is coded in, we'll allow them to be opened again.
